State nomination in Australian Capital Territory
The ACT is the only jurisdiction that does not select nominees mainly by the federal SkillSelect points ranking. Instead every applicant is scored on the Canberra Matrix, a separate ACT-run points system covering skilled employment in Canberra, English level, ACT residence or study history, qualifications, business activity or investment, and close family ties in the Territory — invitations go out from the top of that ranking, for either the subclass 190 or the subclass 491. An applicant can only submit a Matrix for an occupation that appears on the ACT Nominated Migration Program Occupation List, or one they are currently employed in from that list.
