Google Ads for Migration Agents: Build the Funnel Before You Scale the Spend

TL;DR: Google Ads only becomes commercially useful when the practice can connect a click to an enquiry, a consultation and eventually a retained client. Before increasing spend, fix the landing page, intake, booking and follow-up flow, then measure cost per retained matter rather than cost per form submission.

Paid search is attractive to migration practices because the intent can be obvious: a person searching for help with a specific visa or migration problem may be close to hiring. But expensive intent is not the same as profitable intent.

The mistake is to optimise the advertising account while the intake and follow-up process behind it is leaking.

Think in one funnel, not separate tools

The commercial path is: keyword/ad → landing page → enquiry/intake → consultation → follow-up → retained client.

If those steps are measured independently, the practice can end up buying more of the leads that are easiest to capture rather than the leads that create the best matters.

What the Code of Conduct requires of your ads

Two parts of the Migration Agents Code of Conduct Regulations apply directly to paid search.

MARN (s25): you must take all reasonable steps to ensure the MARN of at least one registered agent in the business appears on the business website and social media, and in any advertisement relating to immigration assistance. Short ad formats make this easy to miss; put it in the ad text or an asset where you can, and on every landing page.

Statements (s26): you must not make false or misleading statements about your qualifications, immigration opportunities or risks, or migration procedure; must not suggest a special relationship with government officials; and must not state that you can procure a particular decision. That rules out ad copy like “guaranteed visa”, “fast-track approval” or “inside connections”, and you must take reasonable steps to make sure anyone running ads for you follows the same rules.

Use landing pages matched to the service

A generic homepage forces the visitor to work out whether the practice handles their problem. A service-specific landing page can explain the consultation, the type of matters the firm handles, who the RMA is, the fee/booking process and the next action.

The page should not make outcome guarantees. Its job is to reduce uncertainty and get the right person into an appropriate intake or consultation path.

Track more than the form submission

The minimum conversion stack should record ad/campaign identifiers where available, the landing page, the CRM lead, whether a consultation was booked and completed, and whether the person became a client.

That creates a closed-loop report. A keyword that costs more per enquiry may still be the best keyword if its enquiries convert into higher-value engagements.

Two things we have seen buying migration clicks ourselves

Migratio runs its own search campaigns, so two observations from our account, with the caveat that the numbers behind them are small:

Location settings matter more than bids. Google’s default location option includes people “interested in” a location, not just people in it. With that default, a large share of our spend went to searchers overseas who were researching Australia rather than ready to hire. Switching to people present in Australia changed who arrived.

Search terms split into checking and hiring. Searches built around “MARA” or “OMARA” mostly came from people verifying an agent they already had. Searches like “migration lawyer” or “visa immigration agent” came from people looking to hire, and those are the ones that turned into paid consultations for us. Test that split in your own account before trusting ours.

Do not hide poor follow-up with more ad spend

If enquiries are arriving but consultations are not being booked, improve response speed, booking UX and intake. If consultations happen but nobody proceeds, improve the consultation-to-engagement workflow and follow-up. If signed clients are profitable and capacity exists, then increase acquisition.

More traffic magnifies both good and bad conversion systems.

Use CRM audiences carefully

A practice may want to follow up or remarket to people who previously enquired. That introduces privacy and electronic-marketing obligations. OAIC guidance covers collection and use of personal information, while ACMA’s Spam Act guidance requires consent and unsubscribe controls for commercial electronic messages.

Do not treat “we have their email address” as equivalent to unlimited marketing permission.

The reporting view an agent actually needs

A useful monthly report for each campaign is: spend; enquiries; qualified; consults booked; consults completed; full-service opportunities; retained clients; consultation revenue; retained-matter revenue; cost per retained client; and return on marketing spend.

That is far more useful than impressions, clicks and click-through rate on their own.
