Which lists is Project Builder on?

ROL — Regional Occupation List. Occupations on the ROL are limited to the regional provisional visas — mainly the Skilled Work Regional 491 and Skilled Employer Sponsored Regional 494.

CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

VETASSESS assesses Project Builder as a Group A occupation: a bachelor's degree or higher, comparable to an Australian Qualifications Framework qualification, in a field it names specifically as Building Science and Technology or Building Construction Management. Pathway 1 also requires at least one year of post-qualification employment at an appropriate skill level, within the last five years, at 20 hours or more a week, highly relevant to the nominated occupation. As a managerial occupation, VETASSESS requires an organisational chart on company letterhead showing where the applicant sat in the construction hierarchy — 133112 does not carry the separate Project List template that 133111 Construction Project Manager also requires alongside its chart.

Where these applications come unstuck

VETASSESS excludes the same occupations from Project Builder as from Construction Project Manager, plus 133111 itself: Building Associate, Building Inspector, Construction Estimator, Contract Administrator, Program or Project Administrator and Architects/Architectural Draftsperson are all named as occupations not considered under this code. An organisational chart showing the applicant reporting into someone else's construction authority, rather than holding it, is the practical evidence VETASSESS uses to redirect an application toward one of those excluded technician codes instead. Self-employed builders need more than a business registration certificate — VETASSESS asks for a signed accountant or solicitor statement of continuous trading dates, a statutory declaration of main duties, and payment evidence such as client invoices matched against bank statements.

An honest read on this pathway

Project Builder sits on the ROL and CSOL, not the MLTSSL, so it reaches employer-sponsored and regional routes — 186, 407, 482, 491, 494 — but not the general skilled 189 or state-nominated 190 that Construction Project Manager can also use. The field-of-study list differs from 133111's too: Building Science and Technology and Building Construction Management, without the broader Civil Engineering allowance 133111 carries. Whether a career spent running or supervising residential or commercial builds matches this managerial definition, rather than one of the site-level codes it excludes, is a question worth putting to a migration agent before nominating.
