Which lists is Systems Analyst on?
MLTSSL — Medium and Long-term Strategic Skills List. The widest list — occupations on the MLTSSL can access the points-tested permanent skilled visas including the Skilled Independent visa (subclass 189), which needs no state nomination or employer.
CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

Processing priority
Systems Analyst isn't in any of the ANZSCO groups that Directions 121 and 122 list for the priority sectors. Some of the first group is defined by the job rather than the code: a nominated position directly involved in agriculture, aquaculture or fishing, one that directly supports mining, oil and gas or coal production, or one related to defence. Otherwise the application is processed after the priority sectors. For the permanent and provisional skilled visas, applicants who were in Australia when they applied come next, then those who applied from outside Australia. For the 482, Specialist Skills stream applications come before both.

What the assessment actually involves
ACS's lead definition for Systems Analyst is evaluating processes and methods used in EXISTING ICT systems and proposing modifications, additional components or new systems against a specification someone else may already have written. That is a different starting point from ICT Business Analyst, which produces the requirements document in the first place. Structurally, this code reads as the next step after 261111's output rather than a synonym for it. Both sit on the MLTSSL and CSOL, so the standard qualification-or-experience matrix and the full skilled and sponsored visa range apply equally to either.
Where these applications come unstuck
A career that straddles both requirements-writing and system redesign has no single obviously-correct code between this and ICT Business Analyst, and ACS assesses the code you nominate, not the closest one. If your reference letter emphasises talking to users and formulating a specification, that reads as 261111; if it emphasises evaluating an existing system and recommending changes, that reads as this code. Job titles rarely draw that line as cleanly as ACS's own definitions do, so the letter has to do the work the title does not.
An honest read on this pathway
One of only two codes in this whole 17-occupation family on the MLTSSL, so it is genuinely open to the points-tested 189 pathway as well as every sponsored route. It also appears on South Australia's combined DAMA occupation list under ICT Professionals, which is worth checking if the standard experience requirement, not the occupation choice, is what is holding an application back.
