Which lists is Network Administrator on?
STSOL — Short-term Skilled Occupation List. Occupations on the STSOL can access state-nominated and regional skilled visas (190/491), but not the Skilled Independent 189.
CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

Processing priority
Network Administrator isn't in any of the ANZSCO groups that Directions 121 and 122 list for the priority sectors. Some of the first group is defined by the job rather than the code: a nominated position directly involved in agriculture, aquaculture or fishing, one that directly supports mining, oil and gas or coal production, or one related to defence. Otherwise the application is processed after the priority sectors. For the permanent and provisional skilled visas, applicants who were in Australia when they applied come next, then those who applied from outside Australia. What the assessment actually involves
ACS defines Network Administrator as installing and maintaining hardware and software, documenting fault diagnosis and resolution, managing user passwords, security and inventory documentation, and ensuring the efficient performance of servers, printers and personal computers, noting the role may also cover help desk support and user training. That is operational, day-to-day, help-desk-adjacent work, distinct from the design and architecture emphasis of Network Analyst and the end-to-end responsibility of Computer Network and Systems Engineer, the two other codes in the same network cluster.
Where these applications come unstuck
The overlap with Systems Administrator is real: both cover installing, maintaining and troubleshooting infrastructure day to day, and the two-page split between network layer and operating-system layer is exactly the kind of distinction a generalist "IT Support" or "IT Administrator" title does not preserve. A reference letter needs to name the network-specific work, passwords, inventory, hardware faults, rather than infrastructure support in general.
An honest read on this pathway
STSOL and CSOL, reaching employer sponsorship and state or regional nomination but not the points-tested 189 or 485. It is one of four codes in this family absent from South Australia's combined DAMA occupation list, alongside the other two network codes and ICT Security Specialist, despite the list covering most of the family under one ICT Professionals heading. Systems Administrator, its closest duty-shaped neighbour, IS on that list, so the two roles diverge on this concession even though their day-to-day work overlaps.
