Which lists is Panelbeater on?
MLTSSL — Medium and Long-term Strategic Skills List. The widest list — occupations on the MLTSSL can access the points-tested permanent skilled visas including the Skilled Independent visa (subclass 189), which needs no state nomination or employer.
CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

Processing priority

Where these applications come unstuck
Panelbeater is the sole occupation in its ANZSCO unit group, so there's no sibling-code confusion inside 3241 — the real risk sits with the neighbours. ANZSCO's own task list says a panelbeater "may spray-paint vehicles" and "may assist vehicle body builders," so someone whose actual work spans structural repair, coachbuilding and paint has a genuine choice among three codes on three different lists. Picking Vehicle Painter or Vehicle Body Builder over Panelbeater when the work supports either one throws away the 189 and 190 pathways for no benefit.

A positive assessment still isn't a trading licence: Panelbeater isn't in TRA's own OTSR pathway, and NSW names "panel beater" directly on its separate state certificate for work affecting a vehicle's mechanical operation or structure.
