Which lists is Shoemaker on?

ROL — Regional Occupation List. Occupations on the ROL are limited to the regional provisional visas — mainly the Skilled Work Regional 491 and Skilled Employer Sponsored Regional 494.

CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

Being on a list makes the occupation nominatable for these visas — each visa still has its own requirements (points, age, English, a positive skills assessment, and for sponsored visas a willing employer or state).

Processing priority

Shoemaker isn't in any of the ANZSCO groups that Directions 121 and 122 list for the priority sectors. Some of the first group is defined by the job rather than the code: a nominated position directly involved in agriculture, aquaculture or fishing, one that directly supports mining, oil and gas or coal production, or one related to defence. Otherwise the application is processed after the priority sectors. For the permanent and provisional skilled visas, applicants who were in Australia when they applied come next, then those who applied from outside Australia. For the 482, Specialist Skills stream applications come before both.

Shoemaker carries the Regional Occupations List and the Core Skills Occupation List — the CSOL membership is the reason this occupation reaches employer sponsorship at all, but neither list is named in TRA's own repeated eligibility wording for the Migration Skills Assessment, the Offshore Skills Assessment Program or the TSS Skills Assessment Program, which each point only to the Medium and Long-term Strategic Skills List or the Short-term Skilled Occupations Lists. That is a documented gap in TRA's published material rather than a finding that Shoemaker is ineligible for those programs, and it is worth confirming directly with TRA rather than assuming either way before applying.

Where these applications come unstuck

Shoemaker sits in the same unit group as Canvas Goods Fabricator, Leather Goods Maker and Sail Maker, and shares leather-working method with Leather Goods Maker specifically, but ANZSCO's description narrows it to boots and shoes, with Medical Grade Shoemaker and Shoe Repairer as its own named specialisations. A leatherworker whose actual output is bags, cases or harnesses rather than footwear should nominate Leather Goods Maker, not Shoemaker, even though the two trades draw on closely related cutting and stitching skills — the products, and the visa reach attached to each code, are genuinely different.

An honest read on this pathway

Shoemaker is the only occupation in unit group 3931 that reaches employer sponsorship, because it alone among its siblings carries the Core Skills Occupation List — opening 482 and 186 under the standard Core Skills Stream income thresholds, alongside the regional and state-nominated routes from the Regional Occupations List. It still never reaches the points-tested subclass 189 or the post-study 485, and whether TRA's main skilled-visa programs formally cover it under their own eligibility wording is unclear from what TRA has published, since that wording names only the strategic skills lists Shoemaker does not carry.
