You can be a permanent resident with full work rights and Medicare, and still be locked out of JobSeeker Payment for years. Here's the wait — and it isn't the same length for every payment.

For visas granted from 1 January 2019, the standard wait for most income support payments is 4 years, or 208 weeks.

But not every payment waits 4 years. Parenting Payment and Parental Leave Pay wait 2 years, 104 weeks. Family Tax Benefit Part A waits just 1 year, 52 weeks.

The clock starts the day you arrive on your permanent visa, or the day that visa is granted if you were already here. Time spent overseas during the wait generally doesn't count.

Parental Leave Pay is often assumed to be immediate, because it depends on a work test, not residence. It isn't. Meeting the work test — 10 of the 13 months before the birth, with at least 330 hours — doesn't waive the wait.

What's genuinely available from day one? Family Tax Benefit Part B, Child Care Subsidy, and Medicare — none of those carry any waiting period at all.

Refugees and humanitarian entrants are exempt from the waiting period entirely — including holders of subclass 200, 201, 202, 203, and 204 visas.

The mistake is assuming every payment follows the same clock. Before you plan around any Centrelink payment, check its own waiting period — not the headline four-year figure.
