Civil Engineer in Victoria: mandatory registration, fees, and the visa

Migratio Editorial · Last updated

TL;DR: Victoria made professional engineer registration mandatory across five prescribed areas of engineering — fire safety, civil, structural, electrical and mechanical — under the Professional Engineers Registration Act 2019. Consumer Affairs Victoria's own page states registration 'is now mandatory' for all five areas; applications go through the Business Licensing Authority via myCAV. For the 2026-27 financial year, initial registration (3 years) as a practising professional engineer costs $573.50, plus a $254.70 endorsement fee for the specific area of engineering (civil, in this case).

Victoria followed Queensland into mandatory professional-engineer registration, but did so through a differently structured Act and a different regulator — Consumer Affairs Victoria administers the scheme rather than a dedicated engineers' board. This page describes what Victoria's own published pages say about the civil engineering registration requirement and its cost; Victoria's own migration-nomination sources (liveinmelbourne.vic.gov.au) were not reachable to verify separately, so this page does not carry a Victoria-specific nomination section — see /occupations/233211-civil-engineer and src/data/stateNomination.ts's general Victoria entry for the visa side.

Mandatory registration under the Professional Engineers Registration Act 2019

Consumer Affairs Victoria's registration-eligibility page states plainly: 'Registration is now mandatory for all professional engineers across the five areas of engineering (fire safety, civil, structural, electrical and mechanical). If you have not lodged your application for registration with the BLA [Business Licensing Authority], you must do so immediately. You must not provide professional engineering services until your application is approved by the BLA.' A professional engineering service is defined as one requiring or based on engineering principles and data applied to a design, or a construction, production, operation or maintenance activity — closely mirroring Queensland's definition. Civil engineering is explicitly one of the five prescribed areas, alongside fire safety, structural, electrical and mechanical engineering; areas outside these five (chemical or process engineering and software engineering are the examples Consumer Affairs Victoria itself gives) are not currently prescribed and so don't require registration under this Act.

Registration is required both for services provided from a location in Victoria (regardless of which state or country the project is in) and for services provided from outside Victoria if they are for a Victorian project or purpose — the same broad extraterritorial reach as Queensland's Act.

Registration fees for the 2026-27 financial year

Consumer Affairs Victoria's fees-and-forms page, explicitly dated for 2026-27, lists: initial registration for 3 years as a practising professional engineer, $573.50; initial registration for 3 years as a non-practising professional engineer, $194.60; initial endorsement (the area-of-engineering component — civil, in this case) for 3 years, $254.70. Adding a further area of engineering to an existing registration costs $100.00 plus a further $254.70 endorsement fee. All fees are GST-exempt, and applications, renewals and CPD logging are managed through the myCAV account system.

Which visas actually reach this occupation

Civil Engineer sits on the national MLTSSL and CSOL, reaching 189, 190, 491, 186, 482, 485 and 494 — see /occupations/233211-civil-engineer for the full current list and how the Engineers Australia migration skills assessment works. See Migratio's CDR guide for the Competency Demonstration Report process itself; it is national, not Victoria-specific.

What Migratio does not do here

Migratio has no employer relationships in Victoria's engineering sector and does not place candidates in jobs. Victorian registration is a legal requirement decided by the Business Licensing Authority on the evidence an applicant submits through myCAV — a Migratio brief or a positive migration skills assessment has no bearing on that decision, and nothing here should be read as implying registration or employment will follow.

Frequently asked questions

Is engineer registration actually mandatory in Victoria now?

Yes — Consumer Affairs Victoria's own page states registration is now mandatory across all five prescribed areas (fire safety, civil, structural, electrical, mechanical) and that a person must not provide professional engineering services until the Business Licensing Authority approves their application.

How much does civil engineer registration cost in Victoria?

For FY2026-27: initial registration (3 years, practising) is $573.50, plus a $254.70 endorsement fee for the specific area of engineering, such as civil. A non-practising registration is $194.60 for the same 3-year term.

Is my visa skills assessment the same as Victorian registration?

No. The Engineers Australia assessment used for the skilled visa is a migration-purposes comparability check. Victorian registration under the Professional Engineers Registration Act 2019 is a separate legal requirement to practise, administered by the Business Licensing Authority via myCAV.

Does Victoria's registration requirement apply if I work remotely from another state?

It can. Consumer Affairs Victoria states the Act covers services provided 'for' Victoria even by someone located outside the state, if the service relates to a Victorian project or purpose — not just services physically delivered inside Victoria.

Which areas of engineering require registration in Victoria?

Five are currently prescribed: fire safety, civil, structural, electrical and mechanical. Chemical/process and software engineering are not currently prescribed areas under the Act.

Which visas can a civil engineer use for Victoria?

Nationally, Civil Engineer reaches 189, 190, 491, 186, 482, 485 and 494 by sitting on both the Medium and Long-term Strategic Skills List (189, 190, 491) and the Core Skills Occupation List (482 Core Skills stream, 186 Direct Entry).
