Civil Engineer in Western Australia: the building-engineer registration phase-in, and the visa

Migratio Editorial · Last updated

TL;DR: Western Australia does not run a general mandatory registration scheme for civil engineers, unlike Queensland or Victoria — but it is not a permanent exception either. Under the Building Services (Registration) Act 2011 (WA), civil and mechanical building engineers began being able to register from 1 July 2025, and registration becomes mandatory for all four building-engineering areas (structural, fire safety, civil, mechanical) from 1 July 2027. The scheme only covers 'building engineering work' on a building or incidental structure under the Building Act 2011 and the National Construction Code — civil engineering outside that scope (roads, dams, general infrastructure) is not covered. Building Engineering Practitioner registration costs $1,413 total for 3 years, effective 1 July 2026.

Western Australia's position genuinely differs from Queensland's and Victoria's, but it is changing, not static. WA has never had a general mandatory scheme covering all civil engineering practice — but it has legislated a narrower one, specifically for civil engineering work connected to buildings, and that scheme is partway through a multi-year transition to becoming mandatory. This page describes exactly where that transition currently stands, using WA's own published pages.

The Building Services (Registration) Act 2011: what it covers and what it doesn't

WA's scheme, prescribed under the Building Services (Registration) Act 2011 (WA), requires engineers to be registered by the Building Services Board to carry out — or contract with consumers to carry out — 'building engineering work' in four prescribed areas: structural, fire safety, civil, and mechanical. WA's own guide defines 'building engineering work' as design, construction or production work in one of those areas 'for a building or incidental structure' under the Building Act 2011 and the National Construction Code. That scope is narrower than Queensland's or Victoria's Acts, which cover professional engineering services generally. A civil engineer working on roads, bridges, dams, mining infrastructure or other work outside the Building Act's definition of a building or incidental structure sits outside this particular WA scheme — though nothing prevents a future WA scheme extending further, and this page describes the position as at September 2026, not a permanent state of affairs.

The phase-in timeline

Registration of structural and fire safety building engineers opened from 1 July 2024. Registration of civil and mechanical building engineers opened from 1 July 2025. A transition period runs until 1 July 2027, during which unregistered people may lawfully continue building engineering work in the prescribed areas — but from 1 July 2027, doing that work without the required registration (or outside the scope of what you're registered for) becomes an offence carrying a fine of up to $25,000. There is one transitional exception: if an application is submitted before 1 January 2027 and is still undetermined by the Board as of 1 July 2027, the applicant is treated as registered until the Board decides it.

WA's own guide also notes an 'early bird' 50% discount on the registration fee applied to applications submitted before 1 July 2026 — that window has already closed as of this page's last-updated date, so anyone applying now pays the standard fee below.

Registration fees, effective 1 July 2026

Building and Energy's published fee schedule for the 2026-27 financial year, for a new Building Engineering Practitioner registration (valid 3 years): $1,260.00 registration fee plus $153.00 application fee, $1,413.00 total. A Building Engineering Contractor (individual) registration is $889.00 registration plus $101.00 application, $990.00 total; partnership and company contractor registrations cost more again. Renewal is priced the same as the initial registration fee component (e.g. $1,260.00 for a practitioner), plus an $87.00 late-lodgement fee if applicable.

Which visas actually reach this occupation

Nationally, Civil Engineer sits on the MLTSSL and CSOL and reaches 189, 190, 491, 186, 482, 485 and 494 — see /occupations/233211-civil-engineer. WA's own state-nomination criteria for this occupation are covered separately at /blog/civil-engineer-189-pathway and Migratio's Engineers Australia CDR guide, since neither depends on WA's building-engineer registration scheme above.

What Migratio does not do here

Migratio has no employer relationships in WA's engineering or construction sector and does not place candidates in jobs. The Building Services (Registration) Act scheme and its 2027 mandatory date are matters for the Building Services Board — a MARA-registered migration agent can advise on the visa and nomination side, but registration under this Act is a wholly separate WA legal requirement, decided on evidence submitted directly to the Board.

Frequently asked questions

Do I need to be registered to work as a civil engineer in WA right now?

Only if your work counts as 'building engineering work' under the Building Services (Registration) Act 2011 — design, construction or production work on a building or incidental structure. Registration for civil (and mechanical) building engineers opened 1 July 2025 but only becomes mandatory from 1 July 2027, with a transition period in between.

Does this WA scheme cover all civil engineering, like roads and infrastructure?

No. WA's own guide scopes it to work on 'a building or incidental structure' under the Building Act 2011 and the National Construction Code. General civil infrastructure work outside that definition is not covered by this particular registration scheme, as at September 2026.

What happens if I do building engineering work in WA without registering after 1 July 2027?

WA's guide states a fine of up to $25,000 applies for carrying out building engineering work after that date without the required registration, or outside the scope of what you're registered for.

How much does WA building engineer registration cost?

For the 2026-27 financial year: a Building Engineering Practitioner registration (3 years) costs $1,413.00 total ($1,260.00 registration + $153.00 application). A Building Engineering Contractor (individual) is $990.00 total for the same term.

Has the WA early-bird registration discount already ended?

Yes — WA's guide describes a 50% discount for applications submitted before 1 July 2026. That date has passed as at this page's last-updated date, so the standard fee now applies.

Which visas can a civil engineer use for WA?

Nationally, 189, 190, 491, 186, 482, 485 and 494, by sitting on both the Medium and Long-term Strategic Skills List (189, 190, 491) and the Core Skills Occupation List (482 Core Skills stream, 186 Direct Entry). WA's own state nomination criteria are separate from the building-engineer registration scheme described on this page.
