What the assessment actually involves
ACS assesses Web Developer, defined as planning, producing and maintaining websites using web programming languages, software applications, technologies and databases against specifications of user needs. The experience requirement follows the same matrix as the rest of ACS's general skills pathway, turning on whether your qualification is bachelor level or diploma tier, whether its ICT content is a major or a minor, and whether that content is closely related to this occupation.
Where these applications come unstuck
Web Developer and Multimedia Specialist share an identical published duty list, so the duties cannot separate them; the lead definitions can. If your work is animation, audio, video or interactive media, that reads as Multimedia Specialist even when websites are involved. If you have no formal ICT qualification, the RPL pathway is the route, and it assesses no tertiary qualification at all, requires six years of relevant experience, and requires your most recent experience to be active or within the two years before you submit.

This code sits on the STSOL and CSOL rather than the MLTSSL, which is a real structural difference in which visas it can reach and worth confirming against your plans early. Web development is also the part of this family where self-taught and bootcamp backgrounds are most common, which makes the RPL pathway and its two project reports the practical route for many applicants rather than an exception.
