Which lists is Building Associate on?
ROL — Regional Occupation List. Occupations on the ROL are limited to the regional provisional visas — mainly the Skilled Work Regional 491 and Skilled Employer Sponsored Regional 494.
CSOL — Core Skills Occupation List. The employer-sponsorship list — occupations on the CSOL can be nominated for the Skills in Demand visa (subclass 482) and the Employer Nomination Scheme 186.

What the assessment actually involves
VETASSESS assesses Building Associate as a Group C occupation: a qualification comparable to an Australian Qualifications Framework Diploma or higher, plus at least one year of post-qualification employment at an appropriate skill level within the last five years, at 20 hours or more a week. VETASSESS describes the role as someone who supervises construction sites and organises and coordinates the material and human resources a project needs — site-level coordination, distinct from the enterprise-level authority over budget, procurement and schedule that VETASSESS attributes to the two 1331 manager codes in this family.
Where these applications come unstuck
VETASSESS excludes Program or Project Administrator, Contract Administrator, Construction Project Manager and Project Builder from this code — and the exclusion runs both ways, since both manager codes also exclude Building Associate. Construction Estimator and Building Inspector are excluded too. An applicant whose title was 'project manager' but whose actual authority was site coordination, not final say over procurement, budget and schedule decisions, is more likely to fit here than under either 1331 code — and nominating Building Associate for a genuinely managerial role undersells experience VETASSESS would assess more highly elsewhere.
An honest read on this pathway
Building Associate carries the narrowest visa spread of any code in this family besides Plumbing Inspector: ROL and CSOL, reaching only 186, 482 and 494. There is no 189, 190 or 491 pathway at all, so this code only works where an employer sponsor is already in place or being actively pursued. The Diploma-level qualification bar is genuinely lower than the two manager codes require, but that lower bar comes with a correspondingly narrower set of visa options — worth weighing before assuming the easier-looking code is the better choice.
