Property Manager is a VETASSESS Group D occupation with a named field of study, Real Estate and Property Management, and it is one of only two codes in the entire real-estate ladder that reaches three visa subclasses (407, 491, 494) rather than one. VETASSESS's own exclusion list rules out Real Estate Agent, Real Estate Representative and Business Broker by name, and Body Corporate Manager is named as a suitable alternative title for the same code.

This is the seniority inversion at the centre of this family: Property Manager sits below Real Estate Agent and Real Estate Agency Principal on any commonsense reading of the career ladder, yet it reaches three visas where those more senior titles reach only one. Victoria's own property regulator treats Property Manager and Real Estate Representative work as the SAME unlicensed "agent's representative" tier, so the two-code ANZSCO split does not map onto a real difference in Victorian licensing status even though it changes the visa outcome.
