VETASSESS's own page states the defining feature directly: Real Estate Representatives "may not hold an estate agent's licence (yet), as they work under the supervision of a licensed Real Estate Agent" — an explicitly junior, supervised role by VETASSESS's own description, with Real Estate Salesperson, Real Estate Subagent and Property Portfolio Officer named as suitable alternative titles.
Where these applications come unstuck
It excludes Real Estate Agency Principal, Property Manager and Business Broker by name, so an applicant whose actual duties included any agency-management or business-broking work is nominating the wrong code here. Victoria's Consumer Affairs regulator treats this role and Property Manager as the same unlicensed "agent's representative" tier of state licence, which does not mirror VETASSESS treating them as two separate ANZSCO codes — useful to know before assuming a Victorian licence category settles which code to nominate.
An honest read on this pathway
Despite being VETASSESS's own description of a supervised, not-yet-licensed role, this code reaches more visas than the licensed titles above it in the ladder — a genuinely counterintuitive result worth checking before assuming a more senior-sounding title is the stronger nomination. An applicant working under supervision overseas should not automatically upgrade their own title to Real Estate Agent when nominating, since that narrows rather than widens what the nomination reaches.
